Implementing Uganda Climate Smart Agriculture Transformation Project (UCSATP) in Mitooma District.

The implementation of UCSATP in Mitooma District is reaching its pinnacle. The project is estimated to cost around 1.3 trillion shillings in the financial year 2025/2026. The initiative is being carried out by the Ministry of Agriculture, Animal Industry, and Fisheries (MAAIF), with funding from Workd Bank. It aims to improve the productivity, market access, and resilience of selected value chains in the project region, as well as respond quickly and effectively to any eligible crisis or disaster.

The district technical team is working hard to ensure that the project is implemented successfully. Key activities that have been worked on since July 2025 include; Group formation, Group strengthening, and farmer profiling. The team has also evaluated input suppliers or accreditation of service providers, submission of workplans to project coordination office in MAAIF. Some groups (about 20 groups) have  opened bank accounts and cofunded 20%.        

During the training on Farmers Institutional Development (FID) that took place on 11th August, 2025, the District Production Officer Mr. Monday Swaibu Lwanga who is the project focal person highlighted a few challenges. These include delayed funding due to inter-miniterial bureaucracies (it was initiated in the third quarter of 2024/2025FY, but the district has only received funds for the third quarter since then), which has made it difficult to implement, particularly when it comes to sending technical staff to the field for farmer trainings, lack of gadgets because agriculture extension workers use a tool installed on their phones for profiling and, finally, farmers' ongoing intransigence regarding cofunding.
