The sector mandate is to champion the cause of vulnerable groups and to integrate them in the development process. The sector is composed of; coordination office, community welfare, gender and culture, probation, youth and child affairs, social rehabilitation and labor. The district has several community development groups like youth groups, women groups, civil society organisations and cultural groups.

Mitooma district has a high number of OVCs. This is because most households get into marriage at early ages and are incapable of taking care of their families and also forget consequences resulting from it. They are also not sensitised about family planning measures where they produce more children and as such, people lose their lives and families break down due to increased domestic violence resulting into many vulnerable children. This therefore calls for government to allocate more funds to the community sector to conduct mass sensitisations on government policies and laws governing children.
