Mitooma District Holds Half-Year Stakeholders’ Review Workshop on Uganda Climate Smart Agriculture Transformation Project (UCSATP)
The implementation of UCSATP in Mitooma District is in high gear. On 8th January 2026, the district held the Half -Year Stakeholders’ Review Meeting on the project that was attended by the Resident District Commissioner, the district Chairperson, the Chief Administrative Officer, and District Implementation Team at Mitooma Town Council Hall.
During the Stakeholders’ review Meeting, the District Production Officer Mr. Monday Swaibu Lwanga who is the project focal person gave an overview of how the project is running. He says that the project is being implemented in 69 districts in Uganda and is costed at a tune of 1.3 Trillion. He adds that the project follows the farmer group approach. The project targets the following in Mitooma district; 1,111 crop beneficaries, 7503 livestock beneficaries, 1,137 fisheries beneficaries and 1,100 beneficial insects. The project will help in rehabilitation of 20km raod chokes to ease access for agricultural products, construction of a modern integrated laboratory for crops, livestock, fisheries and entomology, provision of single axle tractors and provision of motor vehicles and motorcycles to ease staff mobility.
The district technical team is working hard to ensure that the project is implemented successfully. The Agricultural Officers for Mitooma Town council and Kiyanga Subcounty presented on the project progress and key activities that have been worked on since July 2025 which include; Group formation, Group strengthening, and farmer profiling. The team has also evaluated input suppliers or accreditation of service providers, submission of workplans to project coordination office in MAAIF.
Mr. Mugizi Peter –the Agriculture Officer Mitooma Town council says that he identified six (06) groups in the town council which have been profiled and cofunded 100%. Out of 6 groups, 3 are for coffee production, 2 are for diary and 1 is for apiary. He highlighted some of the challenges like; the money for cofunding is much hence a few people have engaged in that project, some of the farmers are still rigid and conservative, they say that they will wait and see how those that have been involved will benefit and lastly stakeholder engagement is still lacking which needs to be pulled up.
Kamuratsi Jackson the Agriculture Officer for Kiyanga Subcounty states that he has formed 16 farmer groups out of 10 have cofunded 100%. He says that all the 16 groups have already opened up their accounts and are ready to receive govermment money for the project. He says that one of the challenges faced is late delivery of inputs to farmers.
Dr. Paddy Kayondo, the Resident District Commissioner during his closing remarks urged people to accept the cofunding and get the project. He says that if people do not contibute, they will never feel how the project is beneficial and that, that money will help in project sustainability. He encouraged the district implementation team to continue sensitising the project in communities so that most farmers get interested in that development.
